Yard Sales

All property owners may hold one yard sale per year for two consecutive days from 8 a.m. to 6 p.m. A permit may be obtained by completing the required form and paying the $3.00 fee. The Borough also hosts two additional town-wide yard sales per year.

Dog Licenses

Dog Licenses are required for all dogs kept in the Borough. Please bring proof of rabies vaccination and proof of neutering/spaying. The fee is $4.20 for spayed/neutered dogs and $7.20 for non spayed/neutered dogs.

OPRA Requests

The Municipal Clerk is the official custodian of Municipal Records. All OPRA requests must be on the required form and sent to the Municipal Clerk’s attention. All OPRA requests must also be submitted to the custodian at OPRA@surfcitynj.org.

Performance Bonds

A bond may be placed to guarantee performance on curbs, sidewalks, right-of-way work, and payment of professional fees. Please complete the form below and submit it to the Municipal Clerk’s Office.

Memorial Bench Program

Please write a brief request to the Mayor and council for a Memorial Bench. Benches are $900, and the applicant is responsible for purchasing the plaque. After approval, a staff member will contact you with an agreement and a size template for the plaque. Locations are on a first-come, first-served basis.

You may apply for a Mail-in ballot if you are a qualified and registered voter by written application to this office. You must sign your name as it appears in the registry book. The deadline for such requests is 7 days before any elections (Primary, General, School, etc.) Any Mail-in voter who fails to apply by the deadline may apply in person to the office on any day up to 3:00 P.M. of the day before the Election.

Marriage License

Complete the marriage license application form.  Do not sign the marriage application form before going to the Local Registrar. You must sign the application under oath in the presence of the issuing authority.

The following criteria must be met before two people can enter a marriage:

Be at least 18 years of age.

Not be a party to another marriage, civil union, or domestic partnership in this State or recognized by this State.

WHERE TO APPLY

Apply for the marriage license in the New Jersey municipality where either party resides. The license is valid throughout New Jersey.

If neither applicant is a New Jersey resident, apply to the municipality where the marriage ceremony will be performed. In this case, the license is only valid in the issuing municipality.

Proof of identity by presenting your driver’s license, passport, or state/federal I.D.

Proof of residency by one applicant if a NJ resident A witness, 18 years or older.

* Your social security number is required by law for US citizens and will be kept confidential.

AFTER YOU APPLY

A certified English translation must accompany any documents in a foreign language. There is a 72-hour waiting period before the license is issued. The waiting period begins when the application is filed with the Local Registrar. There is no 72-hour waiting period for a remarriage; however, you must bring a certified copy of your existing marriage.

The marriage license application is valid for six months from the date accepted unless the Registrar has given prior approval to extend the validity of the application to a maximum of one year. Only one marriage license may be granted from a marriage application. If the license expires before use, a new application must be made, and another $28 fee must be remitted.

The only exception to this requirement is when a civil and religious ceremony is to be performed on the same day. In this case, the Local Registrar will photocopy the marriage application, marking one “A” and one “B,” and issue the corresponding marriage licenses, marking them “A” and “B” as well. One copy will be used for the religious ceremony and the other for the civil ceremony.

Raffles

All organizations with a current Legalized Games of Chance Control Commission (LGCCC) Registration may conduct games of chance in Surf City by applying for a license. By Statute, all raffle applications must be submitted at least 7 days before consideration at a Council Meeting and held for no less than 14 days after sending the approval to the LGCCC. Please allow for this time when planning your raffle event.

Business and Rental Registration

Under N.J.S.A. 40A:1OA-1 and N.J.S.A. 40A:1OA-2, all business and property owners renting their building/dwelling must annually file proof of liability insurance with the Borough Clerk’s office.

According to the statute, all businesses must provide an insurance declaration page reflecting proof of coverage of negligent acts and omissions of no less than $500,000 for combined property damage and bodily injury or death of one or more persons in any accident or occurrence.

For the Owner of a rental unit or units other than a multi-family home, which is four or fewer units, one of which is owner-occupied, – Liability insurance for negligent acts and omissions in the amount of no less than $500,000 combined. Property damage and bodily injury to or death of one or more persons in any accident or occurrence.

For Multi-Family Home of Four or Fewer Units, one of which is owner occupied – Liability insurance for negligent acts and omissions in the amount of no less than $300,000 for combined property damage and bodily injury to or death of one or more persons in any one accident or occurrence The fee for this process is $5.00.

FIRE ALARM COMPLIANCE FOR RENTAL PROPERTIES

All residential property owners of record are legally required to obtain a certificate of compliance from the Borough before the lease or rental of their property as required by the Uniform Fire Safety Code, N.J.A.C.5:70-2.3 and 5:70-4.19. The Uniform Fire Safety Code, N.J.A.C.5:70-2.1(b), requires an affidavit to certify all your smoke alarms, carbon monoxide alarms, and portable fire extinguishers comply before issuing a certificate of compliance.
Please be advised that if you are planning on selling, leasing, or renting your property, you must contact the Borough Offices to apply for a smoke alarm, carbon monoxide alarm, and portable fire extinguisher inspection in your residence and to obtain a certificate of compliance before any change of occupancy or the commencement of the lease or rental of your property as required by the Uniform Fire Safety Code, N.J.A.C.5:70-2.3. This process is required if you rent your property on an annual or seasonal basis; you must obtain a certificate of compliance annually. N.J.A.C.5:70-2.3(a)(I).
